98 plymouth neon...broken clock spring?

I have a 1998 Plymouth Neon and the horn doesnt work & the airbag light is on. That would be my clock spring right? Where in Tacoma, Washington can I get my clock spring fixed. Or what kind of place can I get it fixed and I can see if there is one in Tacoma. Thanks!
