Talking about getting engaged but we've never said I love you. is this crazy?

we've known eachother for years, been dating for a year and a half. Lately we've been talking seriouisly about getting engaged and moving in together soon. we've even looked at rings and houses! BUT we've never said those 3 little words... "I love you". We always communicate how much we care for eachother and I'm certain I love him and I sure hope he loves me after all this. I've just never mustered up the courage to say it. in the beginning I thought it was best for the man to say it first, since they usually take a little longer but now that were planning a future together it seems crazy that we've never said it! Is it crazy to be talking about marriage/ moving in without SAYING it? Should i just tell him how much i love him? and most impotantly, is this a BAD sign? I don't even know how to address it anymore.
