Are we really losing fresh water?

i dont understand how we're losing fresh water because the water we use to water gr or drink is always getting recycled through runoff, evaporation, and peeing. then the water gets cleaned and we have personal filtration systems at home to make sure the water is cleaner. whats happening to the fresh water?
