How do I change the seatbelt buckle on 1991 Ford Ranger?

My driver's side seatbelt buckle no longer works, and I would like to move the middle or penger's seatbelt receptacle over to replace the driver's. It appears that you need a special tool to unbolt the seat belt receptacles. Anyone know how to do this?
