Are Blackwater mercenaries considered terrorist?

No. While some may have behaved in a criminal manner, the vast majority are professionals who have not. The goal of Blackwater is certainly not criminal in nature. But they've gotten a lot of bad publicity and actually changed their name from Blackwater to Xe as part of a rebranding effort.
