Why do bullies bully?

I have to say that I disagree with the poster who says that the victim of internet bullying is to blame because they allow it.It is very difficult to expect children and teens to react with the same maturity as an adult would.I imagine that the victim knows the person who is bullying them so even if it were possible to just delete the threats or comments nothing takes away that the person read the comments or that they will p each other at school.To a young person these threats and comments are very real. Not all bullying is overt, some is very subtle and methodical and is intended to intimidate the victim over along period of time.I agree that bullying should be reported but how do we make kids feel safe enough to do that.The bully whether online or in real life is seldom working alone.He has his little posse to bolster his "courage" .When they are called out on their behaviour, they seldom own up to their anti social behaviour but call the victim a tattle tale or rat or whatever these deviants call a person when they tell the truth.We need to stop calling it bullying we need to start calling it what it is deviant behaviour and give it the severe negative connotation it deserves.We also need to recognize the victim didn't ask to be the victim of physical and/or emotional abuse.
